| Our Objectives
- to realize the theme of ¡°Green Olympics¡±, priorities will
be given to environmental protection (EP) in the planning, designing
and construction of Olympic venues and facilities and strict
ecological environment standards and systematic supporting systems
will be established. EP technologies and means will be extensively
employed in promoting, on a large scale and in various aspects,
environmental treatment, afforestation and beautification of
urban and rural areas. We will raise the environmental awareness
of the whole society and encourage the public to consciously
opt for green consumption and actively join in activities aimed
at improving the ecological environment, in an effort to drastically
improve the environmental quality of Beijing and build it into
an ecological city.
BOCOG Environmental Activities
I. BOCOG Environmental Activities Department was set up in
July 2002. In the past year, we have developed the environmental
guidelines for Olympic facilities, and set up the environment
requirements for individual venue. We participate in reviewing
the bid documents and evaluating the bidding proposals.
Recently we are formulating the ¡°Green Olympics Communication
and Activities Plan¡± and implementing ¡°Green Office¡± project.
Information¨Cgathering for developing the Environmental Management
System is going on. As scheduled, the draft EMS was delivered
in late July and the final EMS late December this year. Then,
EMS will be implemented and the first auditing takes place
in June 2004.
II. NGO Relations (NGOs). Four environmental advisors were
appointed last September. Two of them are presidents of two
famous environmental NGOs in China: Ms. Liao Xiaoyi from Beijing
Global Village and Mr. Liang Congjie from Friends of Nature.
They are invited to review the environmental guidelines for
Olympic facilities, Olympic demonstration projects concept
and ¡°Green Olympics Communication and Activities Plan¡±. Actually
some of their advice has been incorporated in those plans.
We also organized for them some tours to the environmental
demonstration projects in Beijing.
Environment Work of the City of Beijing
I. Automobile emission control: The number
of automobiles in Beijing is increasing rapidly. In 2002,
there are 255, 000 new cars. The total number at present is
1.9 million.
Beijing municipal government has taken the following measures
to control air pollution caused by vehicle emission:
1. Encouraging the use of public transportation: 1000 news
buses are manufactured every year. There are 13,000 buses
in total.
2. Applying increasingly strict vehicle emission standards:
Beijing first introduced Euro II standard in 2003. Since 2002,
all automobiles have to go through strict exhaust emission
check.
3. Developing transport infrastructure including the ring
roads, key connecting roads, transit hubs and rail system.
Currently the rail extends 100 km; it will reach 300 km by
2008.
II. Environmental Achievements:
1998 ¨C 2002 period: Beijing has completed
the last five-year plan from 1998 to 2002
- Total investment is RMB 52.7 billion yuan, exceeding the
planned 46.3 billion yuan - Gas use rises from 300 million
to 1.8 billion m3 per year
- Sewage treatment grows from 580,000 tons to 1.28 million
tons per day
With a decreasing concentration of pollutants in the air,
the air quality is improving day by day. More and more days
enjoy Grade II air quality.
III. Environmental achievements:
2002 period
- Total investment was RMB 13.42 billion yuan, 10.5% growth
from previous year
- In the urban area, 55.6% of the days( 203 days) enjoyed
Grade II or better air quality, 4.9% rise from previous year
- Gas supply area reached 1.8 billion cubic metres;
- New heating supply area was 13.67 million square metres;
- Electricity heating area 4 million square metres; promoting
the use of 8 millon tons of low-sulphur coal.
- Total green coverage grew to 45.5%, 1.5% higher than 2001.
Daily sewage treatment increased to 1.86 million ton. 94 million
tons of recycled water was reused, doubling the figure for
2001.
- Safe treatment rate of domestic waste was 86%; garbage classification
was completed in 250 communities. Plans were approved for
relocating over 40 polluted factories within the Fourth Ring
Road.
IV. Environmental Goals 60% of the days in 2003 to
enjoy Grade II and better air quality .
¢Ù Green coverage reaching 3.2ha (2% growth)
¢Ú Promotion of clean energy by converting 1500 coal ¨Cfueled
boilers
¢Û 2 million ton yield reduction by Capital Steel Group; industrial
use of coal decreasing by 1 million ton
¢Ü 5% growth of safe treatment of waste to reach 91%
¢Ý Applying Euro II emission standard and more stringent annual
test on all automobiles in the city
We are now embarking on the environmental improvement project
covering 2003 and 2007. Through our great efforts, in 2008
we will be presenting to the world a really clean and beautiful
Beijing to stage the best-ever Olympic Games.
